Fry Clarifies Loan System
Peterborough United Director of Football Barry Fry has spoken to www.theposh.com to clarify the loan procedure that is currently in place within the Football League.
'I would like to take this opportunity to explain the Football League loan procedure for the 2009-2010 campaign. 'There are three types of loans.
'Number one is an Emergency Loan. This is when a club can sign a player from another club for anything up to a maximum period of 93 days. However, after 28 days, this player can be recalled subject to agreement with both clubs and the player. This loan can be done during the two registration period but not during the period of seven days after the end of the two registration periods in August and January.
'The closure for this window in the first transfer period is the fourth Thursday in November and for the second transfer period is the fourth Thursday in March; therefore this season's transfer window will close at 5pm on Thursday 25th March. After this time clubs are only able to sign players who were out of contract at the end of the last date of closure of that transfer period (ie 31st August or 31 st January). We therefore had the option to recall Dominic Green with the agreement of Chesterfield as he was on this loan.
'Number two is a Standard Loan. A standard loan must be the times between the two registration periods in August and January and can be for a full or half season. Any recall clause requiring the early termination of a standard loan can only be included in a full season standard loan and this can only be activated during the second registration period (January). This is how Birmingham City were able to recall Krystian Pearce.
'Lastly, there is also a Youth Loan for U21 players which has been introduced this season and is used to help bridge the gap between development football and the opportunity to play first team football. This loan is designed to be flexible and enable clubs to loan young players to and from another club with minimal restrictions and has a recall option.
'Therefore with Toumani Diagouraga and Shaun Batt, the previous management made the decision that owing to the loan signings of Reuben Reid, Kerrea Gilbert, Izale McLeod and Jake Livermore, decided that they were surplus to requirements. That is why both these two players were done as standard loans.
'Jake Livermore was signed on a youth loan as he is U21 and meant that Tottenham Hotspur had a recall option to bring Jake back to White Hart Lane, just as they did with Danny Rose. Goalkeepers who are out on any loan can be recalled at any time due to extenuating circumstances.
'In any event, only five loan players (emergency, loan or youth) can be named on the team-sheet of 18. Currently we have five players on-loan at London Road, Kerrea Gilbert, Izale McLeod, Reuben Reid, Liam Dickinson and Mark Little.
'I hope this clarifies any confusion on these points. For all these loans, the loaning club has the final say on which type of loan is best suited for both the player concerned and the club.
'I am also inundated with calls from the media regarding Joe Lewis going to West Ham United on an emergency loan. The Premier League can only do deals (when bringing players in), loan or permanent, when the window is open. Therefore this move cannot and will not happen,' Fry said.
